Project Details

The requirement is the provision of HET Services to the British Army, mainly for the transportation of the 72-ton Challenger II main battle tank in peacetime, including training exercises, transition to war and war scenarios. The service replaced the Army’s existing fleet of tank transporters and pioneered the use of Sponsored Reserves.

The HET tractor and trailer are contractor-owned, purchased under the Private Finance Initiative. The requirement includes support services throughout the 20 years of the contract and the enhancement of value for money to the MoD through the generation of third-party revenue by commercial use of the vehicle and sponsored reserve manpower.

  • PFI contract considered a pathfinder project for the Ministry of Defence (MoD) for the provision of 92 new heavy equipment transporters (HET) directly to the front line.
  • First contract awarded incorporating the employment of Sponsored Reserves, contractor's personnel who serve under military command in periods of conflict.
  • Responsible for whole fleet management throughout the contract term.
  • Tasked with the associated HET training to all MoD personnel and Sponsored Reserves.
  • Efficiency of operation enhanced by implementing an accredited Management Information System.
  • Approximately 30 HET operated by contractor's personnel.
  • Each HET is capable of carrying a 72‐ton Challenger II Tank at speeds of up to 50 mph.

Awards and Recognition for the project include:

  • 2002 Public Private Finance Awards (PPFA) Best MoD Project (over £20m)
  • 2006 PPFA Best Operational Defence Scheme and the Grand Prix Award as Best Operational Project (All Sectors)
  • 2009 BRAKE Fleet Driver Safety Award and in 2010 the Operations Director was Fleet Safety Manager of the Year
  • RoSPA Gold Award for Occupational Health & Safety each year from 2010 to 2014 and RoSPA Gold Medals 2014 to 2018
  • Two employees, serving as Sponsored Reservists awarded GOC Commendations for exemplary work in Iraq and Afghanistan
  • British Safety Council International Safety Award with Merit in 2014
