KBR’s Dr. Anthony Montoya Wraps Up Service with the U.S. Department of Energy Office of Intelligence and Counterintelligence

As KBR continues its focus on delivering high-tech solutions in energy resilience and national securitywe are proud to have experts like Senior Technical Fellow Dr. Anthony Montoya to help deliver innovative solutions that strengthen America’s critical infrastructure. 

With decades of experience addressing some of the nation’s most pressing challenges, Dr. Montoya is stepping into a new chapter at KBR.

Dr. Montoya, who recently concluded his distinguished service with the U.S. Department of Energy (DOE) Office of Intelligence and Counterintelligence, will support special projects and high-level initiatives that align with KBR’s mission. 

With more than 35 years of service, including 10 years as Executive Vice President and Chief Operating Officer at DOE’s Western Area Power Administration, Dr. Montoya worked to deliver critical hydro-electric power to communities throughout the western U.S. His recent work with the DOE’s Office of Intelligence and Counterintelligence, focused on countering foreign threats to the U.S. energy sector, shaped strategies to safeguard America's critical infrastructure from cyber and physical risks.

His contributions to national security have earned him and his team distinguished honors, including the Secretary of Energy Exceptional Service Award, a commendation from the Office of the Director of National Intelligence, the Office of Intelligence and Counterintelligence Special Act Award, the FBI Homeland Intelligence Bulletin of the Year Award and the prestigious DOE Alsos Award – the highest recognition bestowed by the Office of Intelligence and Counterintelligence.

Additionally, in 2024, he was appointed by the Navajo Nation Council to serve on the Navajo Tribal Utility Authority (NTUA) management board. NTUA plays a crucial role in delivering essential services like electricity, water, wastewater, natural gas and communications across the 27,000-square-mile Navajo Nation, focusing on historically underserved rural and remote areas.

At KBR, Dr. Montoya joins an elite cadre of technical fellows – recognized thought leaders who help shape the company’s most advanced solutions. His expertise will be instrumental in guiding national security projects and mentoring the next generation of engineers and analysts.

Reflecting on his career, Dr. Montoya shared, "It has been an honor to serve my country through the U.S. Department of Energy. As I transition to a new chapter, I remain dedicated to advancing reliable, affordable, safe and secure electric service to the nation, communities, industry and individuals.”
