Project Details

  • Allenby/Connaught is one of the largest 35-year PFI infrastructure contracts ever let for by the Ministry of Defence (MoD) for the design, construction and base support services to the British Army in the Salisbury Plain Training Area and Aldershot Army garrisons
  • The project will provide modern living, training and working accommodation for some 18,700 military and civilian personnel, including new leisure and recreational facilities
  • From 2016 – 2020 additional infrastructure is being delivered across the Salisbury Plain Training Area and at Aldershot to support the MOD’s Army Basing Program within the project
  • In early 2018 following Carillion's insolvency, KBR acquired full ownership of the Aspire Defence ventures Aspire Defence Capital Works and Aspire Defence Services
  • KBR has been working with the MoD since formal appointment as Provisional Preferred bidder in July 2003
  • Aspire Defence Services is managing the existing Army estates at Aldershot, TidNBul, Larkhill and Warminster providing a range services, including:
    • Program Management
    • Facilities Management Services
      • Estate management
      • Asset facility management
      • Catering and cleaning
      • Living accommodation services
      • Stores management
      • Transport services
      • Office services
      • Welfare services
    • Master Planning
    • Design
    • Procurement
    • Construction
  • Since 2016, 5 million construction hours have been worked four major project sites
  • 3 million nails, 37,000 sheets of steel and 192,000 sheets of plasterboard used in the modular accommodation
  • From 2006 – 2014, 370 new and 166 refurbished buildings were completed
  • A total of 49 assets have been handed over including Junior and Senior Ranks’ Single Living Accommodation 34 technical buildings, including Regimental Headquarters, offices and training facilities
  • Each month 6,000 calls are taken by the buildings’ maintenance help desk (97% answered within 30 seconds)
  • Renewable energy initiatives include micro CHP (combined heat and power), solar thermal and air source heat pump created energy savings. From 2013 – 2017, usage of all utilities significantly reduced, resulting in an equivalent utility cost saving to the MOD of over £1.75M
  • The aggregation of savings over a large estate throughout the contract has led to carbon emissions being reduced by 20,100 tons (23%)
  • By September 2019, a third of the British Army will be based on the Project Allenby Connaught estate on Salisbury Plain and at Aldershot
  • Aspire Defence Capital Works is responsible for £1.5 billion of design, consent, demolition, new build, and refurbishment of 541 buildings over an eight-year transition period at four garrisons, whilst ensuring that military functionality of all affected regiments is maintained

Project Highlights

  • Project is outperforming as-awarded criteria
  • Project is very well regarded by the British Army and Ministry of Defence and are trusted and successful contractor to the Ministry of Defence
  • All new buildings awarded “Excellent” rating in the BREEM assessments and all refurbishments as “Very Good”
  • 20% time savings on the total planned construction phase, 95% of buildings were handed over ahead of or on time
